James M. "Mac" Fulbright, CPA – Chief Financial Officer

Mr. Fulbright has more than twenty-five years of accounting, financial and managerial experience. Since joining the company in August 2005, Mr. Fulbright has assisted the CEO in the implementation of accounting and related fiscal policies, procedures and regulations. He is responsible for guiding both daily and long-term operations and financial planning as well as implementing the CEO’s development plans, ensuring adequate cash controls, and overseeing the budgetary process.

Prior to joining Home Care Management, Mr. Fulbright provided various financial services to individuals and small businesses through his private practice. His wide range of business experience also includes positions with Fortune 500 companies and an international public accounting firm, as well as serving as the controller of a small business. Mr. Fulbright’s position as the Benefits Accounting Manager for Valhi, Inc., a Fortune 500 company, included coordinating the investment management of a $100 million retirement trust with a number of outside investment managers. His primary responsibilities as a supervisor with the international accounting firm of Ernst & Young were consulting with small businesses on accounting and tax issues, including individual, partnership, corporate, fiduciary and estate returns.

Mr. Fulbright has been a CPA since 1984. He received a Bachelor of Business Administration from the University of Texas at Arlington and holds an MBA in Accounting from Almeda University. Mr. Fulbright has been honored in the listing of “International Who’s Who of Entrepreneurs,” “Who’s Who in Finance and Industry” and “Outstanding Young Men in America.”

 


 

Saundra P. Hill, Executive Clinical Administrator

The primary function of the Executive Clinical Administrator is to act as the principal agent for the Board of Directors in the administration of the Home Care Network Group.  The Executive Clinical Administrator works with the  Administrators in the overall operation of the clinical department to ensure the agency functions are consistent with community needs, agency plans and accepted professional standards. This position is responsible for promoting and maintaining the standards of practice consistent with quality health care while maximizing human, financial and equipment resources. The Executive Clinical Administrator is responsible for the overall management of the agency.

Ms. Hill has 30 years of experience in the field of nursing and more than 20 years of experience in management in the medical field. She currently serves as Executive Clinical  Administrator and as such works with upper-level management on strategic planning, conflict resolution, implementation of new policies and procedures and ensuring compliance with government rules and regulations. She also works closely with the COO , Administrators, Corporate Trainer/Educator,  Referral Intake, Medicare Billing/Reimbursement and Directors of Nursing in the overall daily referrals, admissions, reimbursement and clinical operations.

Ms. Hill is a Licensed Vocational Nurse and holds a Bachelor’s degree in Business Administration from LeTourneau University, Longview, Texas. She holds certifications in Advanced Level Administration, Oasis and Home Health Coding. She is listed in Strathmore’s “Who’s Who.”


Michelle Singleton, Director of Human Resources

Regarding Home Care Network's Director of Human Resources reports directly to the Chief Operating Officer and Chief Executive Officer regarding management of Human Resources for all Home Care Network Companies.

The Director of Human Resources collaborateds closely with senior management to plan, direct and carry out policies and procedures relating to all phases of personnel activity. The Director of Human Resources’ duties include, but are not limited to, the following: assisting all departments and branches in employee recruitment and selection; administration of job classification and wage plans; employee training and development; compliance with employment regulations and guidelines as dictated by federal, state and municipal laws; benefits administration; employee safety; affirmative action/EEO compliance; and adherence to wage and labor laws.

Michelle Singleton has more than ten years of Human Resources experience in the Hospital and Home Health environment. She received a Bachelor of Science degree in Business Administration from Westfield State College and an MBA from Webster University in San Diego, CA. She is also a member of the Society for Human Resource Management (SHRM) and a Veteran of the United States Navy.
